Le traitement politique de l'allocation universelle en France

Abstract

Ce mémoire propose une analyse du traitement de l’allocation universelle dans l’espace politique français. Ce concept a bénéficié d’une publicisation et d’une politisation inédite depuis 2016 par le biais du Revenu Universel d’Existence proposé par Benoît Hamon. C’est pourquoi ce mémoire se focalise principalement sur le débat politique des deux dernières années. Dans un contexte politique français où les acteurs cherchent à reconfigurer le modèle de protection sociale, nous montrons d’abord que l’attention renouvelée pour cette idée sur la scène institutionnelle française est le résultat de fenêtres d’opportunité crées à la fois par certains acteurs politiques dans leur diagnostic de certains « problèmes » et par des entrepreneurs politiques individuels cherchant à légitimer l’allocation universelle comme solution. Nous étudions ensuite le débat politique français à travers trois prismes d’analyse : le rapport de force politique, le cadre institutionnel et les valeurs de l’opinion publique. Cette démarche nous permet de mettre en relief les voies de passage et les contraintes politiques du passage de l’idée à la mise en œuvre. La « dispersion » et la « division » de l’allocation universelle dans le spectre institutionnel français, les difficultés techniques et psychologiques du passage d’un système de référence social, fiscal et culturel à un autre ainsi que le nécessaire processus incrémental observés rendent difficile le passage de l’idée à une politique publique. Enfin, nous nous intéressons à l’impact du débat politique sur les projets politiques d’une allocation universelle, en étudiant l’expérimentation prévue du département de la Gironde ainsi que l’expérience en cours en Finlande. Il apparaît une modification à la fois des partisans politiques originels mais également une altération des principes défendus, dénaturant la dimension universaliste.

This thesis proposes an analysis of the treatment of basic income in the French political environment. This concept has benefited from an unprecedented publicization and politicization since 2016 through the Universal Income of Existence proposed by Benoît Hamon. That is why this thesis focuses mainly on the political debate of the last two years. In a political context where actors seek to reconfigure the social protection model, we first show that the renewed attention for this idea in the French institutional scene is the result of windows of opportunity created both by certain political actors in their diagnosis of certain "problems" and by individual political entrepreneurs seeking to legitimize the basic income as a solution. We then study the French political debate through three factors of analysis: the political balance of power, the institutional framework and the values of public opinion. This approach allows us to highlight the pathways and political constraints of the transition from idea to implementation. The "dispersion" and "division" of the universal allocation in the French institutional spectrum, the technical and psychological difficulties of moving from one social, fiscal and cultural reference system to another, as well as the necessary incremental process observed, make it difficult the transition from idea to public policy. Finally, we are interested in the impact of the political debate on the political projects of a basic income, by studying the planned experimentation of the Gironde department as well as the current experiment in Finland. One sees a modification of both the original political proponent but also an alteration of the defended principles, denaturing the universalist component.
