Abstract(s)
La proportion de jeunes se rendant à pied à l’école au Québec a fortement diminué au cours des dernières années. Face à ce problème, la Société canadienne du cancer a voulu mettre à contribution son expertise en matière de partenariat et de mobilisation de la communauté en créant le programme de promotion du transport actif vers l’école Trottibus. Par ailleurs, il est connu qu’avec le temps, la difficulté de trouver de nouveaux bénévoles et l’essoufflement des bénévoles déjà présents sont des déterminants problématiques des programmes d’autobus pédestre (Buliung et al., 2011). En outre, le renforcement des capacités communautaires (RCC) comme stratégie en promotion de la santé semble être une approche prometteuse afin de mener à bien l’implantation et le maintien de ces programmes (Labonte et al., 2002). Le RCC comporte des dimensions telles que la participation citoyenne, le leadership, les compétences et les habiletés, les connaissances, les structures communautaires, les ressources disponibles, les réseaux interorganisationnels, les partenariats, les valeurs et l’histoire de la communauté, etc. (Goodman et al., 1998 ; Maclellan-Wright et al., 2007). Cette étude a comme objectif principal d’explorer les processus impliqués dans l’organisation d’un programme d’autobus pédestre afin de mieux comprendre les freins et les facteurs facilitants du renforcement des capacités communautaires dans quatre milieux socioéconomiquement contrastés.
Nous avons effectué des entretiens semi-directifs avec des acteurs impliqués dans le programme dans quatre milieux de la région montréalaise. Les milieux ont été sélectionnés sur la base de leur contraste socioéconomique, de leur structure organisationnelle, de leur situation géographique et de leurs différences culturelles.
Cette recherche a permis de mettre en lumière l’importance de plusieurs dimensions du renforcement des capacités communautaires dans des milieux socioculturels contrastés lors de l’implantation de programmes d’autobus pédestre tels que : (1) l’importance des organisations et des structures communautaires existantes (2) le leadership au sein des organisations et (3) la construction de réseaux et de partenariats dans la communauté. Cette étude souligne également l’importance de procéder à une analyse des besoins tels que perçus par la population ciblée avant d’implanter des programmes d'autobus pédestre. Finalement, cette étude met en lumière l’importance du capital social et culturel d’une communauté afin d’adapter tout programme de promotion de la santé lors de l’implantation. The proportion of students who walk to school in Quebec has decreased significantly over the past few years. Based on its expertise in community engagement and partnerships, the Canadian Cancer Society created Trottibus, a volunteer-driven walking school bus program, to address this problem. It is known that, over time, the declining in the volume of volunteers, and the burden placed on those who continue to participate, seems to be problematic in walking school bus programs (Buliung et al., 2011). The development of community capacity building as a health promotion strategy seems to be a promising approach to sustain such programs (Labonte et al., 2002). Community capacity building includes dimensions such as citizen participation, leadership, competences and skills, knowledge, community structures, resources allocation, social and interorganisational networks, partnerships, community values and history (Goodman et al., 1998; Maclellan-Wright et al., 2007). Therefore, this study aims to understand the processes involved in the organisation of a walking school bus program and to explore the facilitators and barriers to the development of community capacity building in four different settings socioeconomically contrasted.
We conducted semi structured interviews with stakeholders from four implementation sites in the region of Montreal. The four communities were selected for their socioeconomic contrast, their organisational structure, their geographical location and their cultural differences. We investigated respondents’ perspectives on the factors contributing to the implementation of the program in their community.
Our findings suggest that three essential community capacity building processes are involved in the organisation of a walking school-bus program: (1) the importance of existing community structures and organisations, (2) the leadership within the organisations and (3) the construction of networks and partnerships in the community. Moreover, our findings indicate how critical it is to analyse the needs of a community before the implementation of a walking school bus program. Finally, our research shows that the cultural and social capital of a community are fundamental to the adaptation of a health promotion program before its implementation.
