L'auteur analyse l'offre de service de trois bibliothèques universitaires situées hors des grands centres (UQÀC, UQÀR, UVM (Université du Vermont)) à leurs communautés régionales. Le Service de documentation en interventions régionales (UQÀC), le réseau régional d'accès à la documentation Biblio+, l'accueil des élèves d'écoles publiques du Vermont et l'association Friends of Special Collections (UVM) constituent les principaux services étudiés. L'auteur aborde la mission des organisations et la vision de leurs dirigeants concernant les services aux usagers non universitaires. Il est démontré que les bibliothèques universitaires situées hors des grands centres peuvent jouer un rôle significatif dans le développement économique et social de leurs communautés.
