L’univers de la lutte contre le blanchiment d’argent et le financement des activités terroristes LAB/FAT est désormais un sujet d’actualité. Il est aujourd’hui l’un des champs règlementaires les plus couteux auxquels les institutions financières doivent se conformer. L’évolution des mentalités face à la définition du blanchiment d’argent et du financement des activités terroristes, l’accroissement des exigences réglementaires en matière de conformité, l’aversion aux risques réputationnels et de sanctions amènent les institutions financières à investir des sommes conséquentes en dispositifs technologiques de «surveillance financière», et en ressources humaines pour les implanter, les paramétrer et les opérationnaliser. Les groupes de conformité mobilisent désormais des bases de données, traitent, filtrent et analysent à l’aide de solutions technologiques des volumes importants de données afin de surveiller et détecter les transactions et les clients suspects. Dans le cadre du processus d’implantation du dispositif de surveillance financière dans le Mouvement Desjardins, nous présentons une mise en perspective des grands enjeux technologiques, organisationnels et économiques pour l’institution financière.
